Helping deliver a successful Development Consent Order for the world’s largest hydrogen producer

Since 2022 we have supported Air Products and their partners, Associated British Ports (ABP), to secure a Development Consent Order for a new port jetty and green hydrogen production facility in Immingham, North East Lincolnshire.

Outcome

Our dedicated Built Environment team helped to secure a Development Consent Order (DCO) for a new green hydrogen production facility in Immingham. With significant sensitivities with neighbouring residents and key stakeholders, we devised a wide ranging consultation and engagement programme that included a targeted project launch and two further rounds of Statutory Consultation.

This included preparation of the S42 and S47 notices, consultee letters, producing all other collateral and managing the logistics of in person and online events and a range of project communication channels.

Given the scale and complexity of the project, this involved working closely as part of a wider project team of ABP, Air Products, planners, land agents, engineers and legal professionals to ensure that the proposed strategy and all collateral were accurate and compliant with the DCO process and 2008 Planning Act.

As a result of the wide ranging programme of consultation and engagement in support of the DCO, detailed in a comprehensive Consultation Report, the DCO was consented by the Secretary of State for Transport in February 2025.
